Boy, I tried so hard to find some information on it. The best I could find was a thread in which they guessed what it was.

Berlin in the late 1940s - indeed that was my first thought when gazing at the pic in question.
Berlin Charlottenburg was part of the British sector so that "very British" looking military Bug supports this theory.

A few wild guesses regarding the odd vehicle:

Judging by the wheels and hubs, the narrow tread width, the wheelbase and the head lamps the origin of the chassis may be an Opel P4.

The body looks like made of aluminum and very aircraft inspired IMHO.
WW II bombers crossed my mind immediately but I couldn't remember any of them having porthole like windows.
But wait a minute... There were these "Candy Bombers"... Douglas C-54 Skymaster!
