Two problems with using TOR. First, it's not designed for particular IP ranges on the outbound side so you never know if your page request is going to look like it's from Paris France or fom Tazmania. Secondly, Many media outlets block all known TOR exit node IPs so often, you'll be stopped in your tracks regardless of where it looks like your request is originating from.
A VPN service, on the other hand, can allow you to dictate the location of the IP address you want it to look like is requesting a page, which makes it popular for this type of thing. Services like Netflix try to block known VPN IP addresses to combat this but the VPN services just keep adding new IPs to the list so it's a cat and mouse game.
